Young people are - or should be - fully-fledged citizens. All public policy should take them into account and only across the board action can treat them fairly. Youth policies are, thus, aimed at articulating this cross-departmental work, safeguarding the recognition of all the rights of young people and, what is more difficult, enabling their exercise and execution. It is here that young people need specific attention. This specific attention, in turn, justifies the discussion of youth policies and plans and programmes aimed at young people. This book presents the SIAPJove (Indicator System for Evaluation of Municipal Youth Policies). The SIAPJove aims, through a system of evaluation indicators, to contribute to the analysis, reflection and improvement of those policies directed at young people. It is a system of indicators that aims to facilitate the analysis and self-assessment of municipal youth policies. A practical tool to detect shortcomings and define limits of action for holders of municipal political offices or organizers in the youth department.
