Chuquisaca était alors le centre le plus intellectuel du continent hispano américain. Son Université de Saint - Xavier exerçait une puissante attraction sur les étudiants de Lima, Cuzco, Cordova ou Buenos - Ames, qui venaient y étudier les humanités et passaient leur temps à discuter, sur tous les tons, les sujets politiques de préférence.
Comme ville, elle n'avait que peu d'importance. Nettement espagnole d'aspect, elle était assez dépourvue de ressources, mais paisible, avec un climat délicieusement tempéré et une riche campagne.
