Vincenzo Costa prese parte come ufficiale degli alpini alle diverse campagne della seconda guerra mondiale. Dopo l'8 settembre rientrò a Milano e aderì alla Repubblica di Salò; dall'aprile 1944 fu federale di Milano. Dopo il 25 fu arrestato, processato e condannato ad alcuni anni di detenzione. Renzo De Felice colse l'importanza storiografica delle sue memorie e ne selezionò le pagine relative al 1943-1945.
