In this book the author considers the role of South African municipalities in energy governance, which has hitherto been limited. Given the constitutional and other statutory responsibilities of municipalities in South Africa, and the imperative for municipalities to pursue sustainable development, there is scope and authority for them to take on a pro-active and developmental role in energy planning and governance. This position is pursued in the context of South African domestic legislation and case law, and the wider context of international law.
