Land was laid out into tithings, hundreds, and Shires; but Scotland has been never divided into tithings, nor hundreds, and was not placed under the regimen of Sheriffs till the commencement of the twelfth century. Those comparative intimations would prove, if they were not the demonstrations of facts, that the people who acted upon such dissimilar principles must necessarily have been.
