These resolutions were voiced, not by unthinking enthusiasts, but by a great convention Of delegates representing the state and municipal governments and the commercial organizations of the entire country.
The policy advocated is the crystallized result of the thought and the experience of the business men of the United States. It merits and should receive the cordial support of every section, every interest and every citizen of the Union. Its adoption by the Federal Government would result in benefits enormously greater than the expense involved.
