About the author

The Author: Horst Friedrich Rolly, Professor of Comparative Education, lived and worked in India from 1987 to 1995 while serving as Head of the Department of Development Studies and Social Service at Spicer Memorial College, Pune, Maharashtra. Besides planning and co-managing a number of development projects, he was Director of the Gubal Village Earthquake Reconstruction and Rehabilitation Project.
