John E. Gray is Vice-Chairman of the Atlantic Council of the U.S., and Chairman of the U.S. Energy Association. Henri-Claude Bailly is Chairman of RCG/Hagler, Bailly, Inc. Donald L. Guertin is a Senior Research Fellow at the Atlantic Council of the U.S.
