This book addresses a most important, yet hardly addressed topic in the field of ethics, values and norms in governance, that is, the integrity of our elites, administrators and street level bureaucrats. For more than two decades, Leo Huberts has done in-depth investigations on this dimension of public ethics and this book is the excellent culmination thereof. Because the book addresses the definition of integrity, the causes of integrity problems and relates this to principles of governance, this book is a must-read for all scholars and students interested in understanding what causes our leaders and their staff sometimes to act differently than they are supposed to act.
