The Scientific Estate

This book turns out to be quite different from my earlier effort in the same general field--Government and Science. That book represented the point of view of a government official and reflected my experience in the Bureau of the Budget and the Department of Defense. This one adds the perspective of my experience in a private foundation with a world-wide program.
