CAPTAIN CHARLES W. KOBURGER, JR. USCGRR (ret) is an independent consultant (research analyst) in the operational aspects of maritime affairs. He retired from active duty in the U.S. Coast Guard in 1978, with 20 years active service collected over 33-plus years. Captain Koburger is the author of Sea Power in the Falkland (Praeger, 1983) and Vessel Traffic Systems (1986)
