This study is here published substantially as it was submitted to the Johns Hopkins University in 1899 for the degree of Doctor of Philosophy. A few changes have since been made in it, but these are mainly in matters of detail. A more thorough revision, for which I did not have time, would doubtlessly have gone far to improve it. I trust, however, that the results it contains will be none the less evident because they are not always presented in the best possible form.
