While these volumes have been passing through the press, events have occurred on the River Plate which must appear inexplicable to those not well acquainted with the nature of the country, the character and habits of the people, and the state of political and commercial affairs in the Argentine Provinces.

The downfall of the power of Rosas and the Opening of the River Parana for commerce up to Paraguay, naturally raised the hopes of all who deemed the policy of that Dictator inimical to the political freedom and commercial prosperity of the countries on the Plate.

The hostilities now unhappily commenced by Buenos Ayres against General Urquiza, must, however, convince even the bitterest Opponents of Rosas, that the causes of this deplorable warfare lie deeper than any system of government or the policy of any dictator.
