This book focuses on the performances of two national disaster management agencies and one major non-profit organization, namely, FEMA, EPA and the American Red Cross. It examines six performance assessment frameworks and presents a comprehensive statistical evaluation model to assess the performance of public and non-profit organizations in managing natural disasters. Data and information were collected from agencies; a survey of thirty Disaster Management Experts was conducted; and a survey of 108 residents of New Orleans, Louisiana was carried out to assess the performance of these agencies. The expert survey revealed that in regards to the independent variable, coordination was significant most often. The affected population rates FEMA, EPA, and Red Cross response to Hurricane Katrina.
