The contention for the definition of the research purposes goes as follows: The starting point is the existence of universities with needs to determined information system with finite experience in information system generation and utilization. In the first step, to address information system needs technical aspect such as software and hardware have to be constructed and universities administrations have to be adapted. The information system requires a sustainable process in the long term, suitable infrastructure requires to be made and enable the maintenance of the information system at all scope. The main objective of the research is to consider effective ways that facilitate the administration part with the use of information systems in the context of rare resources typically found in Afghanistan. First, an important objective is to find ways to avoid the gap actuality and failure of information system in Afghanistan toward IS sustainable development in information system projects in developing countries.

Foawziah Naseri Lecturer in Computer Science faculty at Herat University In Afghanistan. She Finished Her B.Sc in India and Master degree from TU-Berlin Germany. Foawziah have done many research in context of IT in Afghanistan.
