This research is talking about the theories ,history of aid,the cost of being aided in terms of loans,gifts from international donors, &Arab Funds .Also the research has discussed the political economy of the Sudan since May revolution 1969 &the size of aid from foreign,Arab countries &its contributions to the economic development .The 1970s decade & the beginning of the 1980s are considered the golden age of aid to Sudan ,because the regime has adopted the concept of balanced foreign policy. the 1990-2003 has witnessed, the worst period of loans & grants for the Sudan, as a result of the attempt of the Sudanese Muslim grouping in Addis Ababa to assassinate the ex Egyptian President- Husni Mubark.There fore,the Sudan lost its position in the Arab,Foreign world,& considered as one of the terrorist countries. Beside this,the alignment of the Sudan with Iraq against Kuwait,1990-91 ,has led to cool down the Sudanese external relations with the USA,the European community & Gulf States.I have also discussed the mismanagement of aid,due to inadequate government control, supervision ,weak administrative system& undefined priorities &responsibilities.
