In a globalize context, the Philippines need to run fast , appreciate its strength and potentials for an intentional and planned development. The province of Southern Leyte like any Philippine provinces has its best potentials and resource to propel change and development. The College of Maasin-Community and Extension Development Program (CoM-CEDP) is community base development program initiated by an educational institution committed to total human development towards quality life. The primary purpose of the study is to open a new dimension of community development planning as a process for community transformation.
