Compared to the recent development trends noticeable internationally in the realm of economic regulation of air transportation, that of Mauritius seems archaic. For several years, and until now, the air access policy has been crafted to maintain a high-end tourist market target and advantage the local carrier, Air Mauritius. Yet, Mauritius is opening its skies, or rather liberalising its air services agreements. Upon cabinet decision, the Government of Mauritius commissioned the NACO B.V. for a consultancy report and their recommendations were endorsed as a master-plan to liberalisation in 2005. However the progress made so far has been criticised. This book contain my appreciation of the liberalisation process of the country. I do not concur with certain recommendations of the Masterplan, as I believe that the reasonings do not take into consideration certain socio-economic and environmental imperatives of the country, and seem too protective towards the local carrier. I reiterate these recommendations and make further ones I deem essential for the sustainable development of the industry and ensure a controlled liberalisation.
