This research paper strives to understand why foreign aid, provided especially by China to Togo is not working since the latter is still underdeveloped after 40 years of cooperation with China which represents a great example of development to follow. The main objectives are to look at the problems facing the Togolese population in an attempt to understand their needs. Apart from taking into account these problems, this paper also looks at ways of reforms that can be envisaged by the donor country, to make sure that, it s provided funds are being used for what they were intended for in the sense that it is used in the way that will imply a sustainable development.
