All former socialist/communist countries, including those in a post-conflict situation as Kosovo is, have undertaken reform of their national governance system. These countries, as an alternative to traditionally hierarchical, authoritarian and rigid model of public administration have chosen a new model that is based on continues dialogue and partnership with various social actors working jointly for public good. This process itself has incorporated the re-definition of the role of the state in public management, as well as closer relationship with the private sector and civil society in service delivery. About the author










Pleurat Sejdiu, Mr. Sci, is a medical doctor. He served as Deputy Foreign Minister, Minister of Health, and Permanent Secretary at MoH. Graduated at UMF, Craiova, Romania. Postgraduate study at UP, Kosovo, RIT, USA and ADA, Albania. He has considerable experience in management of public sector also in training of civil servants.
