Many countries have significant electricity supply problems and must resort to implementing rolling blackouts frequently throughout the year when they cannot meet electricity demand. Compiled upon this issue is the fact that power plants must be taken offline to do maintenance, which in turn worsens the state of electricity supply. This paper will attempt to model Caracas, Venezuela (a city within a country with abundant natural resources, but also with constant and severe electricity shortages) and discover a more efficient way of scheduling power plant maintenance in order to minimize total cost over the year.
