In the present work the author explores a highly contested issue in Central Asia that not only hinders regional cooperation but may potentially serve as a cause of open conflict, namely the water crisis or rather mismanagement of water resources. The author seeks to put into question the applicability of the concept of Integrative Water Resources Management aimed at improving use of water resources in Central Asia, arguing that there is a lack of appropriate institutions to implement the ideas of this concept in the region.
