This book is based on Dr. Upul Abeyrathne¿s research work leading to Ph. D in Political Science, at Bangalore University Bangalore. In Fact, his area of research is very interesting as he has attempted to draw the attention to a forgotten aspect of public policy. He brings out the political instrumentality of public policy.
