The Usual response for most anticorruption reform minded governments-whether or not they sincerely wish to fight corruption- has been to set up new anticorruption agencies with powers going up a notch from what was on the ground before their tenure. This propensity to assume that that new anticorruption institution(s) is so important to the global fight against corruption is usually as a result of prompting from international development agencies and multilateral institutions like the World Bank (WB), the International Monetary Fund (IMF) and the Financial Action Task Force on Money Laundering (FATF).
