Wie kann eine qualitativ gute Betreuung und Pflege von älteren Menschen in ihren Haushalten sichergestellt werden? Diese Frage ist in vielen europäischen Ländern von großer Bedeutung, da die staatlichen Leistungen oft nicht ausreichen, um den tatsächlichen Bedarf an häuslicher Betreuung und Pflege abzudecken. Illegal beschäftigte Betreuungs- und Pflegekräfte kommen zum Einsatz. Der Umfang und die Art der illegalen Beschäftigung sowie die angestrebten Lösungen werden für sieben ausgewählte Länder Europas vorgestellt. Es zeigen sich vielfältige Ansätze zum gegenseitigen Lernen. Zudem wird deutlich, welche Forschungsbedarfe vorhanden sind. / How can high quality assistance and care for elderly people in their homes be assured? This is a significant question in many European countries as public assistance is often insufficient to cover the actual need for domestic care. Undeclared workers are often used as low cost means to meet this need. The breadth and the types of illegal employment, and the types of intended solutions are presented for seven European countries. The diverse approaches are given to contextualise each other and to show where further research is needed.

About the author
Dr. Christa Larsen is a social scientist and Managing Director of the Institute for Economics, Labour and Culture (IWAK) at the Goethe-University in Frankfurt am Main. Her current work concentrates on regional labour market monitoring, regionalised analyses of labour markets for health workers, systems for information and diagnoses of labour markets and regional prognoses.
