Bir Bagimsizlik savasinin ardindan kurulan Türkiye Cumhuriyeti siyasi bagimsizlik kadar ekonomik bagimsizligi da önemsemistir. Bu dogrultuda yeni devlet ekonomi politikasini henüz Cumhuriyet ilan edilmeden 1923 yilinin Subat ayinda toplanan Izmir Iktisat Kongresined belirlemistir. Kongrenin toplandigi tarihle 1929 yilana kadar gecen süre bir yandan Türkiyede ekonominin kurumsallasmasi, diger yandan da liberal ekonomik politikalarin uygulandigi dönem olmustur.
