This book surveys and discusses some of the main theoretical issues raised by adaptation to climate changes and describes in detail an empirical case study on the metrics and the estimates of related costs and benefits. The book argues that a basic distinction should be made between adaptation and adaptability. Rather than merely enhancing adaptation, strategies and projects should be aimed at increasing the capability to adapt to the changing environment as a form of immaterial capital and contingent wealth.

About the author










Pasquale L. Scandizzo (Ph.D. 1972, U.C. Berkeley) is Full
Professor of Political Economy with the University of Rome "Tor
Vergata". He has been Senior Economist with the World Bank and
is a long term consultant for some of the major international
institutions. His published works include 16 books and more than
100 professional articles.
