How should Europe be represented by an architecture ? Or more precisely, how could the political reality of Europe be symbolized in a building that would also facilitate the work of legislation for European Parliament members ? And how could the building be made to represent all the European peoples, who clect their members to this body by universal franchise ? The task set for Architecture Studio was daunting to say the least, since the architects had to design for a future reality : a venue that is almost a city in itself, and is located in a border city marked by the vicissitudes of European history. The new level of awareness of the European ideal had to be embodied in a foundation : this was the challenge of the European Parliament in Strasbourg.
Comment représenter l'Europe par une architecture ? Ou plus précisément, comment symbolièer l'Europe d'une part, comment rendre le travail législatif européen plus efficace de l'autre ? Comment donner toute sa force à un Parlement représentatif des peuples européens, parce qu'élu à un suffrage universel à l'échelle du continent ? Le travail d'Architecture Studio ressemblait bien à une gageure : dans un bâtiment qui à lui seul a bien des caractéristiques propres à une ville, au coeur d'une cité marquée plus que d'autres par les soubresauts de l'histoire - une ville frontière -, il s'agissait d'incarner une idée en devenir. Cette prise de conscience de l'idée européenne, il fallait lui trouver une fondation : tel est l'enjeu du Parlement européen à Strasbourg.

Damit sich dieser Europagedanke weiterentwickein und tisfer verwurzein kann, bedarf er einer Stütze : Genau darin besteht die Aufgabe des Europälschen Parlaments in Stra??burg.
