Informationen zum Autor William E. Thro is university counsel and associate professor of constitutional studies at Christopher Newport University, a public liberal arts university in Newport News, Virginia. He is an accomplished appellate advocate, constitutional scholar, and education lawyer. As solicitor general of Virginia from 2004 to 2008, he was responsible for the Virginia state government’s U.S. Supreme Court litigation (except capital cases) as well as lower court appeals involving the constitutionality of statutes or politically sensitive issues. He argued 2 cases in the U.S. Supreme Court and 33 cases in the lower appellate courts. He was on brief for 7 cases in the U.S. Supreme Court and 70 cases in the lower appellate courts. His scholarship focuses on constitutional law in educational contexts in both the United States and South Africa. He has authored or coauthored more than 50 articles in peer-reviewed publications and has written extensively on the subject of school finance litigation.
