Within Europe, mobile wholesale markets are under permanent observation of national and European regulators. In particular the fees for terminating calls into mobile networks (Mobile Termination Rates or MTRs) are still a highly controversial topic, even 10 years after market liberalisation. This book gives an overview of MTR regulation by using the example of Austria and shows some shortcomings of the cost calculation carried out by the Austrian regulator. On one of the most developed mobile broadband markets, high data traffic volumes have led to surprisingly low voice termination rates. By analysing those relations we will gain valuable insight with regard to the question how to allocate common costs to such different products like voice and data.
