The demand for return in investment (ROI) analyses in public health is on the rise as a 'business case' needs to be presented before a public health programme can be funded. This book explains the science behind ROI analyses and shows how policy makers can learn the art of understanding and using it in the context of public health. Using examples drawn from the NICE ROI Tools, business cases for various alternative policy options around smoking cessation, improving physical activity and reducing alcohol use are presented. In addition, several examples of real-world decision problems facing public health investors are discussed to address the usefulness of ROI evidence in public health policy making.

Subhash Pokhrel is Reader in health economics and Director of the Division of Health Sciences at Brunel University London, UK. He led the development of the NICE Tobacco Control ROI tool in England and its roll out to other European jurisdictions via the EQUIPT study. He has authored several research articles around behavioural health issues including tobacco control, physical activity, breastfeeding and medical care utilisation.


Lesley Owen is Technical Adviser in health economics at the Centre for Guidelines at the National Institute for Health and Care Excellence, UK. Owen's main responsibilities are to provide advice and leadership on health economic analyses underpinning the development of public health guidelines and more recently social care guidelines. Owen has led the development of three return on investment tools for NICE.

Kathryn Coyle has 15 years of experience as an academic health economist, originally at the University of Ottawa, Canada. In addition to being the Principal Economic Modeller for the EQUIPT ROI tool, she has conducted numerous economic evaluations for multiple funders including the National Institute for Health and Care Excellence, UK.

Doug Coyle is a health economist and Professor in the School of Epidemiology and Public Health, University of Ottawa and at the Health Economics Research Group, Brunel University. He has taught graduate courses in health economics for over 20 years and authored over 200 research papers.
