La diplomatie territoriale est-elle une nouvelle forme de diplomatie appelée à gagner en importance dans les relations internationales ? L'étude des évolutions depuis les années 1980 invite à interroger le rôle et l'inscription des collectivités territoriales dans un système international aux acteurs diversifiés et à repenser, par l'entremise des acteurs infra-étatiques, les missions historiques de la diplomatie : représenter, négocier, informer. Ce cahier FARE regroupe les contributions d'une journée d'étude co-organisée les 21 et 22 mars 2017, à Strasbourg, par Marion Aballéa, Birte Wassenberg (Université de Strasbourg) et Anne Thevenet (Euro-Institut Kehl). Il a bénéficié du soutien du Pôle européen d'administration publique (PEAP) et du projet Jean Monnet Erasmus + « Conflits et coopérations aux frontières européennes ». Les auteurs traitent, dans une
perspective interdisciplinaire, des formes et des acteurs de la diplomatie territoriale pratiquée en Europe et dans le monde et viennent ainsi alimenter la nouvelle réflexion sur les rôles variés que peuvent jouer les acteurs locaux et régionaux sur la scène
internationale contemporaine.
Is territorial diplomacy a new form of diplomacy which will increasingly gain importance in International Relations ? The study of its development since the 1980s invites us to question the role and inclusion of local and regional authorities in an international system composed of very diverse actors and to reconsider, from the perspective of infra-national actors, the historical missions of diplomacy: representation, negotiation, information. organized by Marion Aballéa, Birte Wassenberg (University of Strasbourg) and Anne Thevenet (Euro-lnstitut Kehl) on 21 and 22 March 2017, in Strasbourg. It has been supported by the Pôle européen d'administration publique (PEAP) and the Jean Monnet Erasmus + project on « Conflicts et cooperation at European borders ». The authors analyse, from an interdisciplinary perspective, the forms and the actors of territorial diplomacy practiced in Europe and in the world and contribute in this way to a new reflexion on the different roles that local and regional actors can play on the contemporary international scene.
