By the summer of 1776, American colonists had been at war with Great Britain for more than a year. The colonies had established their own national government, the Continental Congress. In June 1776, Congress decided to issue a formal statement explaining its reasons for breaking ties with the British Empire. Thomas Jefferson drafted the declaration. The document was debated and revised for several days. On July 4, in Philadelphia, Congress adopted the final version. Over the next month, the Declaration was sent to state legislatures, made available to the public, and officially signed by members of Congress. The declaration became America's charter of liberty and a record of the founders' political ideals.
