Many authors reflected on the procedures to be adopted in the implementation of a land registration programme but only few emphasize the crucial role that the community has to play. This book therefore aims at analyzing the community perception towards land registration and the impact on the adjudication process. A combination of quantitative and qualitative methods including structured interviews, group discussions and observation were used to collect data. Findings show that not only the community participation in the adjudication is affected by the lack of information but also and importantly by their knowledge and appreciation of the land registration programme. The community know that through registration they can get land titles but still fear to lose some of their rights. They perceive the now being implemented systematic land registration programme in Rwanda as a way opted by the Government to take power on their lands and to control the use and transfer of rights. The fear to lose full ownership and get lease from the Government makes some people refuse to participate in the adjudication while others participate only because they think they don t have choice.
