Cyber-Espionage in International Law Silence Speaks

This book analyses the normative avoidance of cyber-espionage, arguing that it is neither prohibited nor authorised by international law. This situation did not emerge by chance but through the purposeful silence of States, leaving them free to pursue cyber-espionage themselves at the same time as they both try to prevent and fall victim to it.

Thibault Moulin is a Tenured Associate Professor of Law at the Catholic University of Lyon. He is also a Research Associate at the Federmann Cyber Security Center of the Hebrew University of Jerusalem (Israel) and CERDAF of Savoy-Mont-Blanc University (France). He previously served as a Captain in the Citizens' Reserve of the French Air and Space Force.
