He was subsequently appointed an Upper Tribunal Judge and he has sat in the Tribunal in its various forms for 20 years. He was also appointed to sit on the Special Immigration Appeals Commission (SIAC). Joe Middleton is a barrister at Doughty Street Chambers in London. He practices mainly in immigration and nationality law, with crossover expertise in extradition and other transnational, foreign and international practice areas. He has been closely involved in the development of the Points Based System in the UK’s domestic immigration Rules through consultation and advisory work, litigation and writing. With over 25 years’ experience, Julia is regarded as the UK’s “Experts Expert” (Legal Business) and has been the recipient of several nominations and awards, including most recently Woman of the year: Business Growth at the Citywealth Power Women Awards 2016.Julia is also chair of London First’s working party on immigration representing business and the education sector. She is chair of the IBA’s human rights institute charitable trust and former director of the Immigration Law Practitioners’ Association. Julia is vice chair of the IBA’s global employment institute.Julia is a member of the UK Association for European Law; a fellow of the Society for Advanced Legal Studies; an expert to the Office of the Immigration Services Commissioner; an associate member of the American Immigration Lawyers’ Association; and a former member of the government’s advisory board on naturalisation and integration. Julia is also a board member of the Permits Foundation and an expert to the World Bank’s Immigration Project.
