Now, although upon the former of these two ques tions opinions are pretty well reconciled, and nearly unanimous, the latter has not been settled definitively even by the last war between France and Germany, and we still see military men everywhere occupied with theoretical argument and practical experiment upon elementary tactics, especially with reference to infantry, seeking after a solution of the problem.
The necessity of finding such has been brought home to all more closely by the war of 1870 - 71, and has been accepted more readily than perhaps was the case before.
