At this time America was 'ju¿: recovering herfelf from a wan, in which the bald tborne a principal and burdenfome part and therefore was a very unfit (ubjeét for a pre ifent Taxation. E But what lhould' have prevented a Taxation at that time was, ithat her governing powers were not fitted or able'to carry into execution'that, or any ordinance of Parliament that, was like to be difputed. There was no fixed idea of the Relation between Great Britain and America; not one of the Governments there had, what: not one oftthem ¿tould have been without, a Parana l 21 [l 11 3, menfary Confiitution. And therefore it is not to be won dered at, that when they were called upon to pay money to the order of Parliament, they lhould anfwer, We know not what is the Relation between, you ahfi us.
