Abbiamo già riferito sommariamente l'ordinamento generale della marina, stabilito con regio decreto del 17 novembre 1860: orlo esporremo un poco più larga mente, toccando anche dell'ordinamento amministra tivo: chè non solo i fatti guerreschi sono argomento degno di storia, malo pure il modo con cui fu speso, e troppo spesso dilapidato, il danaro pubblico.
