The research objectives: to investigate the level of external environment factors on STDC-KPCZ, examine the external environment factors that are influence STDC-KPCZ, and to develop new model of sustainable tourism development (STD) regarding STDC-KPCZ. This study was conducted on PEST factors, that it is, a method and techniques used by external environment management factors to monitor in operation system and scanning component of strategic management which part of the external factors when doing market research. Therefore, PEST factors (Political, Economic, Social, and Technology) conducted as main tools on STDC. Quantitative survey method was used in this study and the questionnaire survey was distributed to 328 respondents and it was used for the analysis of data through descriptive statistics and multiple regression analysis (MRA). The findings indicate that, influence levels of PEST were positive with STDC and technology was negatively significant with STDC. The study recommends a new model of strategy management on STDC "tourism coastal zone" in order to put into practice for achieving the sustainable tourism development in Cambodia, the case of Kep province coastal zone
