Pero como este documento oficial tardará aun algun tiempo en darse a luz, por el detenido y concienzudo estudio que él requie re, creo oportuno, señor Ministro, anticipar algunas breves cousi deraciones sobre tan interesante asunto, que no puede ser indiferente a la república de Nicaragua, cuyo progreso y prosperidad son el objeto del constante anhelo de su gobierno.
