Most people know three facts about Switzer land: that it is mountainous, beautiful, and neutral. Surprisingly, in view of the number of tourists who have visited Switzerland through the years and the interest shown by them in things Swiss, little scholarly material on that country, its institutions, or its policies, has found its way into American libraries. Even among the serious studies on Swiss foreign policy and Swiss foreign relations there is a pronounced tendency toward a moralistic-legalistic flavor. As a result there is relatively little in print which attempts a hard-headed survey of the foreign policy problems facing Switzerland.

Never in recent times have these problems been more acute than in the years when Hitler ruled in Germany, especially in the period after the actual outbreak of World War II. These problems reached a climax following the Fall of France when Switzerland became a small island of democracy and freedom virtually surrounded by an Axis iron ring. In this precarious con dition the Swiss press and its content took on a special importance and became a Vital aspect of Swiss foreign relations. It is to this subject that the following study is devoted.
