The current turbulence at global scale poses challenges to the traditional international cooperation tools and institutions. Questions are being raised as to their relevance both by cooperation providers and recipients.In this context, this is an effort to propose some methodological additions in areas that are particularly relevant, which have generated great attention and expectations, and are still difficult to assess, encompass in the overall assessment and lead to specific recovery proposals that are more sensitive to issues of gender, social impact and building back better.
