When you look at reform Of Congress, it includes Of necessity the more effective relationship to the Executive Branch. N ow, in the 24 years I served in the House, and I went to battle with departments and agencies or the White House over constituent matters, I always had the feeling in the pit of my stomach that as a Congress man, and therefore my colleagues were in the same boat, that we were more of a pain in the neck than an accepted member of a team when dealing with the Executive.
When I moved over to the Executive Branch at the State Depart ment, I found that, if anything, that was an understatement on my part, and that there is a very definite institutional resentment in the Executive Branch against what they would consider intrusion from the Legislative Branch, and which in turn the Legislative Branch Members considered their right either through committee jurisdiction or representing their constituents to do battle with the Executive.
