The Athens Convention relating to the Carriage of Passengers and their Luggage by Sea, 2002 (hereinafter called "the Athens Convention 2002") should be a global legal instrument in protecting passengers, not only effective to some region. The author's view will be drawn with the critique and recommendation to currently effective Athens Convention 2002. It is also important to note that this work approaches the Athens Convention 2002 from the international perspective; however, main emphasis will be given to developing landlocked States.
